Heather O’Donnell, Esq.
Heather O’Donnell began her involvement with government and policy by interning with a Congressman when she was a senior in high school. Since that internship, she has pursued a career in advocacy and politics. Heather has worked at every level of government, including working with Congress, as well as the California, New York, Massachusetts, and Colorado legislatures.
Ms. O’Donnell has lobbied and advised on business, judicial, energy, water, labor and workforce, community and economic development, environment, and public health issues. In addition to her legislative work, her legal work includes drafting and reviewing contracts, ensuring campaign finance compliance, corporate tax consulting, and filing a variety of state court motions. Moreover, she fosters and develops client relationships for MMO Partners.
Heather earned an undergraduate, a graduate, and a law degree, while maintaining a commitment to working in policy and advocacy throughout her education. She has worked for the General Counsel for the Vermont Agency of Natural Resources, the Solicitor General at the Department of Interior, and the General Counsel at BASF USA headquarters. Additionally, she lobbied for the Grocery Manufacturers Association and Personal Care Products Council. Heather is admitted to practice in the state of Colorado and the District of Columbia. She is also licensed to practice before the United States District Court for the District of Colorado and the United States Court of Appeals for the Tenth Circuit. Her education and experience make her a valuable asset to the legislative priorities and clients of MMO Partners.
